Here is the "official" explanation on the rain delays from our Engineer Steve Morris:
“The Contractor has to make a decision as to whether to work or not when rain or other bad weather is forecast. If the Contractor exposes a wall or roof to perform work, and rain occurs, leading to water entering the building and causing damage to the building or resident’s property, they (the Contractor) are responsible for the cost of repairing or replacing the damaged property. This can be a significant cost. Therefore, the Contractor must carefully consider the weather forecast each day before beginning work on a building.
